What did The Gambia's 2022 Securiport audit establish?

The National Audit Office reported serious weaknesses in procurement, contract governance, revenue controls and information technology controls. Its management letter also recorded responses from public bodies and Securiport, including later corrective steps. The audit is an official compliance record, not a criminal judgment, and several matters remained unresolved because the auditors said supporting evidence was inadequate.

What was claimed or questioned?

Public reporting has described the contract as unlawful or corrupt. The official record reviewed here is narrower. It is a compliance audit covering the award and management of the contract and transactions from 1 September 2019 to 31 May 2021.

What did Securiport or the responsible authority say?

The audit itself records management responses. Securiport said the temporary physical collection of fees followed an airline-coding problem and had government and airport authority approval. The Gambia Civil Aviation Authority said joint accounts were active by June 2022, the accrued government share had been paid and officials monitored collection and reconciliation. Securiport also disputed parts of the arrears analysis and relied on the contract's allocation of delay risk.

What do the primary records show?

Audit scope and findings

The National Audit Office reported 36 findings, 34 rated high and two medium. It questioned the unsolicited procurement route, the lack of PPP Directorate involvement, departures from Ministry of Justice advice, the fifteen-year term, missing proposals, weak monitoring, revenue controls and information-technology safeguards.

Responses and corrective steps

The same management letter preserves responses from Securiport, the airport authority and government bodies. Some responses identified corrective action, including joint accounts and payment of accrued government shares. Auditors closed some points and kept others unresolved where they said evidence was insufficient.

What was established?

What was not established?

Was liability determined?

No criminal or civil liability was determined by the audit. It is an official compliance review with findings, recommendations, management responses and unresolved items.

What remains unresolved?

A current, recommendation-by-recommendation closure register was not located on the National Audit Office index reviewed for this page. Current payment mechanics, contract status and the closure evidence for each finding require newer authenticated records.

Current status

The 2022 audit remains the primary official record for the audited period. Later statements in the management letter should be read alongside the findings, but a response is not the same as independent verification that every control was permanently corrected.
