What was claimed or questioned?

Reports have treated the CAISS project, its proposed passenger fee and Securiport's role as if implementation were final. The Bureau's own status statements say otherwise.

It describes a proposed twenty-year project, an indicative cost of P10.744 billion and private financing recovered through user fees.
